Bouncing hexa in pos hold

I've my first flight today to test position hold mode. Before takin off, i had made sure the gps blue loght is solid. After taking off in manual mode, my hexa is stable and doing good. I flew to a height of about 7m and flick it into position hold mode. All 6 motors then suddenly slowed down to almost a stop and start up abruptly again, continuously. Like someone revving an engine at a starting line. So my hexa is like drop and climb, drop and climb. My setup is as follow:

FY680 hexa
Sunnysky 3508 700kv motors
4s 3000mah
30A simonk flashed esc
GPS mounted on groundplane shield above AQ.
DX8 tx

My rudder respond is also very slow and numb even when my travel is almost maxed out. Please help me shed some lights on the issues.

Have you set your throttle factor?
