What value should I set for Navigation Altitude IM/OM?

Hi all,

Can someone explain in laymans terms what the two parameters Navigation Altitude IM and OM do.
I suspect there is a relation with the transmitter hover value (around 700).

What are preferred values and why?
Should they be higher than 700? Otherwise this PID can never output more than 700 resulting in a machine that can't hold altitude.

The OM means Overall maximum.
And IM is the I maximum.

~700 is for the most users ok, sometimes adjusting 600-750, for OM.
But I think this is not the problem for not holding altitude.
