in PosHold, the max descent rate is limited by NAV_MAX_DECENT (default 1.5 m/s)
What limits the max ascent speed, is it NAV_ATL_SPED_PM? It defaults to 150, from reading the wiki, that limits it to 150us of throttle per loop?
EDIT: ALT_POS_OM is the parameter for MaxVertSpeed
