Cal and sim3 programs certainly do support multiple CPUs/cores, which is why a multi-core computer is recommended. However, yes, you can run 4a and 4b separately and then merge the results into one param file. But I'd do this on 2 separate computers because if you check the Windows task manager while sim3 is running, you should see all your cores/CPUs near 100%.
