CLI isn't in QGC
You can use terminal program like Putty, hyper terminal, tera term etc. You must set "com" and speed (230400).
Boot Pads are off :(

the qgc is using the "bootloader" command.
But, the bootloader option is not available on all firmware versions
You can do it via putty or qgc.
